第四届中国—加勒比经贸合作论坛部长级会议发表联合声明

9月12-14日,第四届中国—加勒比经贸合作论坛部长级会议在海南博鳌成功举行。与会各方通过《第四届中国—加勒比经贸合作论坛部长级会议联合声明》。全文如下:

第四届国—勒比经贸合作论坛部长级会议联合声明

一、我们,中华人民共和国与加勒比地区国家1负责经贸事务的部长和代表,于2024年9月12-14日举行第四届中国—加勒比经贸合作论坛(以下简称中加论坛)部长级会议,围绕新时期高质量发展中加经贸关系交换意见。

二、我们回顾了在特立尼达和多巴哥西班牙港举办的第三届中加论坛部长级会议以来,与会各方落实加强中加友好合作六项政策举措的积极成效,以及中加经贸合作所取得的丰硕成果。

三、我们认为,中国同加勒比国家是共同发展的好朋友、好伙伴,双方愿深化政治互信,密切经贸往来,致力于发展中加相互尊重、平等互利、共同发展的全面合作伙伴关系,在此基础上打造更加紧密的命运共同体。

四、我们认为,共建“一带一路”倡议和全球发展倡议、全球文明倡议为加强中加经贸合作提供了广阔前景。我们愿继续共同推动高质量共建“一带一路”走深走实,携手落实全球发展倡议,推动中加务实合作提质升级,助力中加各自稳定、可持续发展,加快落实联合国2030年可持续发展目标。

五、加方高度赞赏中国式现代化取得的巨大成就,中方愿与加方分享中国式现代化带来的新发展机遇。

六、我们认为,中国与加勒比国家现有的双边经贸磋商机制为推动中加经贸关系发展发挥了重要作用。我们愿探讨完善和加强上述机制,进一步发挥其促进务实合作的平台作用。

七、我们重申,扩大中国与加勒比国家间的贸易是与会各方的共同目标。在互利共赢原则的基础上,我们将不断提高贸易便利化自由化水平。为此,我们鼓励相关部门加强动植物检验检疫、医疗卫生、旅游、电子商务、标准与合格评定等领域合作,并鼓励双方贸易促进机构、商协会加强合作,共同推动中加进一步实现贸易畅通。我们愿就开展中加自由贸易合作保持沟通。

八、我们认为,中加双方举办的各类专项展览加速了产品和服务进入对方市场。双方愿通过展会等各种平台宣传推介优势产品,加强行业企业交流合作。我们赞赏中国—加勒比企业家理事会开展的工作。中方欢迎加勒比各国继续参加中国国际进口博览会、中国进出口商品交易会、中国国际服务贸易交易会、全球数字贸易博览会等展会。加方将积极参与,鼓励并支持各自企业参展参会。

九、我们认为,开展投资合作对于发展生产技术、完善产业门类和产业链、提高民众福祉具有重要意义。我们愿鼓励双方企业在粮食生产、绿色发展、数字经济、蓝色经济、新基建、新能源、信息通讯、交通、旅游等领域进行双向投资,推动上述领域的合作项目。中方欢迎加勒比各国继续参加中国国际投资贸易洽谈会、以及包括中国—拉美和加勒比国家基础设施合作论坛、中国—拉美企业家高峰会在内的中拉论坛框架下有关活动和展会。加方将积极参与、鼓励并支持各自企业参展参会,推介相关政策、投资环境和合作项目。

十、我们对中国与加勒比发展合作取得的成果表示满意。加方感谢中方提供的不附加任何政治条件的各类援助,赞赏其对加方经济社会发展发挥的重要作用。中方将继续为加方提供力所能及的帮助与支持,加强发展经验交流,实施好各类援助项目,并愿进一步提升援助效能。中方将根据加方需要,继续提供各类多双边和学历学位培训名额,帮助培养人才,构建促进发展学习交流的网络。

十一、我们决心加强在世贸组织框架下的合作与对话,强化中加在多边场合经贸议题谈判和讨论的立场协调,共同维护以规则为基础、开放、非歧视、透明、包容的多边贸易体制,坚决反对单边主义和贸易保护主义,保障自由、非歧视、透明、包容、可预期和稳定的贸易和投资环境,保持市场开放,共同维护发展中成员合法权益,共同维护国际产业链供应链安全稳定,积极参与世贸组织改革,推动世贸组织更好发挥作用,促进国际经济秩序朝着平等公正、合作共赢的方向发展。

十二、我们对本届中加论坛取得的积极成果感到满意。双方赞赏并感谢中国海南省为论坛所作精心安排以及将海南省博鳌作为中加论坛常设会址的提议。中方赞赏并感谢加共体轮值主席国格林纳达积极协调加共体成员国参会。

十三、我们同意就第五届中加论坛举行的时间和地点保持积极沟通。

Joint Statement of the Ministerial Conference of the Fourth China-Caribbean Economic and Trade Cooperation Forum 
1. We, economic and trade ministers and representatives from the People’s Republic of China and Caribbean countries1, are here to hold the Ministerial Conference of the Fourth China-Caribbean Economic and Trade Cooperation Forum from September 12 to 14, 2024, and exchange views on the high-quality development of China-Caribbean economic and trade relations in the new era.
2. We have examined the positive outcomes attained by the participants in implementing the six policy measures aimed at strengthening China-Caribbean relations since the Third China-Caribbean Economic and Trade Cooperation Forum, held in Port of Spain, Trinidad and Tobago, as well as the fruitful achievements in economic and trade cooperation between China and Caribbean countries.
3. We believe that China and Caribbean countries are good friends and good partners in pursuit of common development. Both parties are committed to deepening political mutual trust, enhancing economic and trade exchanges, fostering a comprehensive cooperative partnership based on mutual respect, equality, mutual benefit, and common development, and forging an even closer community of shared future on this basis.
4. We believe that the Belt and Road Initiative, the Global Development Initiative, and the Global Civilization Initiative offer extensive opportunities for enhancing economic and trade cooperation between China and Caribbean countries. We are prepared to continue collaboration to further advance the high quality development of the Belt and Road Initiative, implement the Global Development Initiative, and to enhance practical cooperation between China and Caribbean countries, which contributes to the stable and sustainable development of China and Caribbean countries, and accelerates the achievement of the UN 2030 Sustainable Development Goals.
5. The Caribbean side highly values the remarkable achievements of Chinese modernization. And China is willing to share with Caribbean countries the new development opportunities brought by this modernization.
6. We believe that the existing bilateral economic and trade consultation mechanisms between China and Caribbean countries have played a crucial role in advancing the development of bilateral economic and trade relations. We are prepared to discuss, enhance and strengthen these mechanisms, fully leveraging their potential as platforms for practical cooperation.
7. We reiterate that the expansion of trade between China and Caribbean countries is a shared objective for all parties involved. Based on the principle of mutual benefit and win-win outcomes, we will continue to enhance trade facilitation and liberalization. To this end, we encourage relevant departments to strengthen cooperation in sanitary and phytosanitary inspection and quarantine, medical and healthcare, tourism, e-commerce, standards and conformity assessment. Furthermore, we encourage trade promotion agencies and business associations from both sides to bolster collaboration in order to further facilitate unimpeded trade between China and Caribbean countries. We are committed to maintaining dialogue on China-Caribbean free trade cooperation.
8. We believe that the various special exhibitions hosted by China and Caribbean countries have facilitated the entry of products and services into each other’s markets. Both sides are committed to promoting competitive products through exhibitions and other platforms, and enhancing exchanges and cooperation between enterprises. We commend the efforts of the China-Caribbean Business Council. China welcomes continued participation of Caribbean countries in the China International Import Expo, China Import and Export Fair, China International Fair for Trade in Services, Global Digital Trade Expo, and other exhibitions. The Caribbean side will actively participate and support companies’ involvement in these exhibitions.
9. We believe that investment cooperation plays a crucial role in advancing production technology, enhancing industrial sectors and industrial chains, and improving the welfare of people. We are committed to promoting mutual investment between enterprises from both sides in areas such as food production, green development, digital economy, blue economy, new infrastructure, renewable energy, information and communications  technology, transportation and tourism. China welcomes continued participation of Caribbean countries in the China International Fair for Investment and Trade, as well as relevant events and exhibitions within the framework of the China-Community of Latin American and Caribbean States (CELAC) Forum. This includes the China-Latin America and the Caribbean (LAC) Infrastructure Forum and the China-LAC Business Summit. The Caribbean side will actively participate in these events, encourage and support their respective companies’ participation and promote relevant policies, investment environment, and cooperation projects.
10. We are satisfied with the achievements of development cooperation between China and Caribbean countries. The Caribbean side appreciates the various types of assistance provided by China without any political conditions and acknowledges its significant role in Caribbean economic and social development. China will continue to offer help and support to the best of its ability to Caribbean countries, enhance the exchange of development experience, implement effectively various assistance projects, and further improve the effectiveness of assistance. In line with the needs of Caribbean countries, China will continue to provide multilateral, bilateral, academic, and degree training opportunities to help cultivate talents and establish a network for promoting learning and exchange.
11. We are determined to strengthen cooperation and dialogue in the framework of the WTO; strengthen coordination between China and Caribbean country members in negotiations and discussions on economic and trade issues in multilateral fora; jointly uphold the rules-based, open, non-discriminatory, transparent and inclusive multilateral trading system; firmly oppose unilateralism and trade protectionism; ensure a free, non-discriminatory, transparent, inclusive, predictable and stable trade and investment environment; maintain open markets; jointly safeguard the legitimate interests of developing members; jointly safeguard the security and stability of international industrial and supply chains; actively participate in the WTO reform; promote the WTO to play a greater role; and work to make the international economic order more equitable, just and beneficial for all. 
12. We are satisfied with the positive outcomes of this Forum. Both sides appreciate Hainan Province of China for the meticulous arrangement for the Forum and the proposal to establish Boao as the permanent site of the Forum. China thanks Grenada, as the rotating chair of the CARICOM, for actively coordinating the participation of members in the Forum.
13. We agree to maintain active communication on the time and location of the Fifth Forum.

1Caribbean countries in this Joint Statement refer to participating Caribbean countries in the Ministerial Conference of the Fourth China-Caribbean Economic and Trade Cooperation Forum, which include: Antigua and Barbuda, Bahamas, Barbados, Cuba, Dominica, Dominican Republic, Grenada, Guyana, Jamaica, Suriname, Trinidad and Tobago.
